IBM Offers 5,000 Jobs in India

The number of IBM employees in India did not see any changes during 2009 because of the economic recession. Even so, however, the total workforce is still quite large, and the company seems bent on increasing it even further. According to an Economic Times of India article, IBM is planning on raising its headcount by 5,000 during 2010

According to a senior advisory consultant, the computer technology and IT consulting company will be opening a number of new business-process outsourcing (BPO) centers throughout the nation."We plan to focus more in the services sector by opening more BPO centres in India. We would recruit at least 5,000 people to support this expansion," IBM Poland's Senior Advisory Consultant, Selby Mascarenhas, said in New Delhi.

This announcement comes at a time when most IT corporations are choosing to reduce their workforce in order to withstand the hardships of the economic downturn. The company is "bullish on the growth prospect of the services sector in the domestic economy, which ranges from software-related services to looking after the HR aspects of some core manufacturing companies."The enterprise will most likely expand the facilities that IBM already has in cities such as Mumbai, Gurgaon, Pune, Hyderabad and Kolkata, instead of opening new ones in smaller cities.

C’wealth Games: Camping sites for tourists planned

Gurgaon To facilitate tourists visiting the National Capital Region (NCR) during the Commonwealth Games in October next, two camping sites will soon come up at Dundahera in Gurgaon district and Surajkund in Faridabad.Haryana has taken the lead over Delhi in getting the sites approved by the Union Government, said Union Minister for Tourism, Housing and Urban Poverty Alleviation Selja.

She was addressing a gathering at the inauguration of Tourism Fair-2009 organised by the Haryana Tourism Mart in association with the Tourism and Hotel and Restaurant Association of Haryana at Ambience Mall here yesterday.The minister conceded that tents would be erected to accommodate tourists at the camping sites. This would be required to overcome shortage of rooms.

Claiming that Haryana Tourism had done well in developing various concepts like Highway Tourism, Selja said the latter was now being adopted by the Union Ministry of Tourism for the entire country.The Haryana Minister for Tourism, OPJain, said the Haryana Tourism had joined hands with the travel, trade and hospitality sectors and constituted Haryana Tourism Mart to promote Haryana as a tourism destination.The Haryana Financial Commissioner-cum-Principal Secretary (Tourism), Kesni Anand Arora, observed that Gurgaon had emerged as a major centre of corporate houses. Sanjay Kothari, Additional Secretary with the Union Ministry of Tourism, and Subhash Goyal, chairman of the Haryana Tourism Mart, also spoke.

Builder’s action sparks protests in Gurgaon

Gurgaon Residents of Ambience Lagoon Apartments in Gurgaon carried out a demonstration against their builder, M/s Ambience Developers and Infrastructure Pvt Ltd on Saturday for not allowing them to use the parking space outside their residential complex and for allegedly starting commercial construction in residential area.

The residents had recently filed an FIR against the builder for allegedly giving incorrect information about the total area on which their apartments have been constructed. The RWA had also served a legal notice to the builder alleging that the area for which the builder actually obtained a licence to build the housing complex was 18.98 acres, while the actual area it occupies is only 7.98 acres. ‘‘Just outside our residential complex we are not allowed to stand with our vehicles even for a minute while the builders use the same parking space for visitors at the Ambience Mall and Leela Kempinski Hotel and charge for that. They are generating revenue from every inch of land but denying us our rights,’’ fumed a resident.

He added that generator room was broken to make way for other commercial construction. ‘‘After the demonstration, we had a meeting with the management in which they agreed on the parking issue but the breaching of our residential area is yet to be resolved,’’ Gupta further added.

Residents have alleged that since the extra seven acres of land was used for the construction of Ambience Mall and a five star hotel, both properties are illegal. They have also complained that Gehlot has retained complete control of the apartments maintenance.Police complaint against the builder includes charges of criminal trespassing, usurpation, intimidation, giving false evidence, fabrication of false evidence, extortion, criminal breach of trust, cheating and dishonestly inducing delivery of property.

SUV kills 1 cop injures another in Gurgaon

Gurgaon A Mahindra Bolero crushed one cop to death and badly injured another early on Wednesday morning. According to police, the Bolero — with four men in it, all suspected to be criminals — hit two cops, two PCR vans and one Tata Indica while trying to avoid being intercepted by the police at different locations. All four managed to flee after about half an hour of cat and mouse with the cops.

Senior officials said police had got information that four criminals were moving towards Rajiv Chowk from Khandsa Road at about 3.30 in the morning. “First, cops stationed near Khandsa Road tried to stop the Bolero but it got past them. The cops then made a PCR call to intercept the Bolero,” said police commissioner S S Deswal. The top cop added that the Bolero, bearing the registration number HR 26 AM 5646, then moved towards the expressway.

‘‘At Rajeev Chowk, PCR number 26 was waiting for the Bolero. Police signalled the Bolero to stop but instead of stopping, it hit ASI Charanjeev Lal and sped away. The PCR staff made another call to the control room saying the Bolero was now moving towards sector 10,” said a senior cop.

He added it was now the turn of PCR 34 to intercept the speeding Bolero. ‘‘Seconds before the Bolero reached the Sector 10 police barricade, the PCR staff had stopped an approaching Tata Indica. The police team placed the Indica and the PCR van across the road. Head Constable Babu Lal was standing between the two cars.”

The Bolero rammed into the PCR van and the Indica — killing Constable Lal on the spot. The Bolero then dragged Constable Lal’s body for 50 meters. His body was later sent for post mortem examination,” added the cop.

Police officials say the four desperados left the Bolero in sector 10 and managed to escape. The hunt is on to arrest them.

Police, meanwhile are still not certain about the exact sequence of events. Senior police officials said the first call was made to the police control room at 3:30 am when the Bolero rammed into the barricade at Rajeev Chowk, while the second call was made at 3:50 am when the Bolero hit Constable Lal at sector 10. “The Bolero got to the expressway from Civil Line and after mowing down ASI Charanjeev Lal at Rajeev Chowk, the Bolero took two U-turns on the expressway to avoid the police. It was first going towards Hero Honda chowk but took U-turns twice. Then it moved towards sector 10,” said the police.

A case under section 302 (murder) has been registered at the sector 10 police station. ‘‘We are scanning the details of calls made to the control room. Several calls were made and we are trying to ascertain the sequence of events,” said Rakesh Arya, Deputy Commissioner of Police (West).

ASI Charanjeev LaL condition is critical. ‘‘He is still unconscious and has serious injuries to the head, legs and arms,” said Devendra Dahiya, his son.

Gurgaon hit by six-hour power cuts

Gurgaon After a brief respite, several parts of the city are once again reeling under unscheduled power cuts. In particular, residents of areas in new Gurgaon — DLF city and Sushant Lok — remain worst hit with power cuts in these localities lasting up to six hours since the past three days.

On Friday night, residents of various blocks in DLF Phase-I, Phase-II and III claimed there were eight hour-long outages in their area. And on Saturday, residents of Phase I reportedly had to brave six-hour-long power cuts.

Fed up with the persisting problem, residents are blaming DLF and Dakshin Haryana Bijli Vitran Nigam (DHBVN) for not upgrading power infrastructure in the area and passing on the buck to each other. R S Rathi, president, Qutub Enclave Residents Welfare Association (QERWA), said the main reason for frequent breakdowns was the under capacity of transformers and almost negligible maintenance. ‘‘The entire DLF City is experiencing long outages these days. We face long power cuts, specially in the morning, and it causes trouble for office-goers and schoolchildren as the geysers do not work. Our power woes simply refuse to go away,’’ said Rathi.

While Dakshin Haryana Bijli Vitaran Nigam (DHBVN) officials said minor outages were reported from a few areas, they maintained the problem was not ‘‘too grave’’. ‘‘A breakdown in one 11KVA feeder line, which distributes power to DLF Phase II, led to the problem. In a few other blocks, there were technical snags reported in transformers. But power cuts lasted only 2-3 hours,’’ said a senior DHBVN official. Twelve feeder lines of 11KVA each bring power to DLF. And residents have been blaming that the city’s power trouble would not cease till upgrading of transmission system was carried out completely.

Haryana Police to get Rs 85 cr for C'wealth Games security

Gurgaon With the CRPF camp at Kadarpur scheduled to host the shooting event of the Commonwealth Games, Haryana Police is all set to get Rs 85 crore for preparations. Senior government officials said the government had already written a letter to state government in this regard. Senior police officials said that Gurgaon police had recently submitted the detailed security plan to Union government and CWG committee. ‘‘Our plan includes a double security layer for players and officials and air surveillance during their movement from the Games Village to the venue. Besides, CCTVs will be installed along the route. The state government has already released Rs 8 crore for the same,’’ said R S Dalal, DGP, Haryana. ‘‘The security plan includes measures taken during the construction of the firing range. The equipment used by the participants will also be checked,’’ added Dalal. There will be separate parking for participants, officials, VVIPs and visitors, Deswal added. Haryana DGP added that 2,000 new posts were sanctioned for Gurgaon police in the wake of the Games and the officers will join the force by Februaryend next year. The state government has allotted Rs 770 crore for the development of the city before the Commonwealth Games 2010. All major roads in the city would have been widened and there are also plans of beautification of parks and public places before the start of the Games. Beside this, work is being carried out on a new traffic management plan for which a private company has conducted the survey.

Southward high: work begins on new sectors in Gurgaon

Gurgaon Work to develop Gurgaon’s new sectors has begun. While land acquisition is already underway, top Gurgaon administration officials said the first phase of the work — on Sectors 58 to 67 — is expected to be completed by the middle of next year. Development, in a planned manner under Gurgaon’s Masterplan 2021, will now stretch the Millennium City towards Badshapur and Sohna, in South Gurgaon. The Department of Town and Country Planning (DTCP) and the Haryana Urban Development Authority (HUDA) have begun the process of acquiring land, and approximately 260 acres have been acquired till now, District Town Planner Madhusmita Moitra confirmed. Work is underway on some of this land, top officials said. In all, 1,417 acres will be acquired from eight villages for the first-phase work on 10 sectors. Officials said each sector is expected to be anywhere between 300 acres and 500 acres. According to a public notification, Sectors 58 to 63 will be primarily residential; while 65, 66 and 67 will be residential-commercial sectors. Moitra said the ratio of residential (independent housing, group housing etc) to commercial zones will be made clear only after planning for each sector is complete. Unlike the existing sectors, which still face problems of basic infrastructure, services like master roads, sector roads, sewage system, power and water lines will be installed in the areas under development. This will be done before HUDA invites auction of plots for both residential and commercial zones. Regulated development HUDA Administrator Deepti Umashankar said: “A masterplan ensures that unauthorised development is curbed and development is regulated. The decision to develop roads first was made since we have to provide the basic infrastructure to developers, who have paid us huge sums as external development charges.” She added that as per the rehabilitation policy, besides compensation, villagers whose land have been acquired will be given preference of plots in respective sectors before it is put up to the bidders. Once initiated, the acquisition process — including physical possession — must be completed within three years of issuing the notice, Gurgaon’s land acquisition officer S K Chahal said. Else, it is considered void, he added. By making approximately 15,000 hectares available for residential development and over 1,400 hectares for commercial plan, the new Gurgaon Masterplan is expected to provide a booster shot to the flagging real estate sector. Shopping festival on Dubai pattern planned

Gurgaon The millennium city will host its first Great Gurgaon Shopping Festival from February 24 to March 14 next year on the pattern of the Dubai Festival.

Haryana Tourism in collaboration with Haryana Travel Mart will be organising the event, said RK Kataria, Gurgaon DC here today.

“The festival will kickstart with a grand opening ceremony. It will be one of the biggest shopping festivals that India has ever seen with prizes for shoppers. It will include entertainment programmes to cater to a cross-section of consumers,” he said.

Kataria said the objective of holding such a festival was to promote Gurgaon as one of the world’s most modern townships and the country’s foremost shopping destination.

The three-week event in spring will offer the best shopping deals from a wide range of brands and retailers, showcase handloom and handicrafts and promote cuisines from around India.The festival will be a preamble to the shopping festival to be held during the Commonwealth Games 2010 in the Capital.

The highlight of the festival will be a weekly bumper and a jackpot to entice the shoppers. The DC sought suggestions for the festival logo from the residents. Kataria said a presentation on the festival would be made before potential stake-holders and sponsors on December 3. After this, principal sponsorers and organising partners would be decided by December 20.

A steering committee would be constituted to review the progress of arrangements for the festival. It would meet at least once a week. Boy from Gurgaon designs Google's homepage!

Don't you just love those logos Google makes, to commemorate scientific and artistic achievements, historic or seasonal events, and other local occasions? Puru Pratap Singh, a student from class IV in Gurgaon has designed one of them.

Its a dream come true for Puru Pratap Singh, as on Children's day, November 14th, his design will go live on google.co.in. Puru is the winner of Google's Doodle contest for designing creative Google logos that appear on special days. He has designed a picture with the theme "My India -Full of Life" which portrays a Peacock, the country's national bird Father of the Nation Mahatma Gandhi and Kashmir as the crown of the country shaped to form the Google logo.

As many as 4,000 entries were submitted from across the country and Puru's artwork was the chosen one. Google India had kick stared the competition back in August for designing a creative logo or Doodle for the website with the theme "My India". Not only will Puru's artwork be showcased but he has also won Rs 1,00,000 as technology grant for his school. Puru will also receive a laptop computer and a t-shirt with his doodle.

Dennis Hwang, Original Doodler and the Master Doodler chose the first-ever young doodler for India on the basis of ‘innovation and creativity’. It was a tough selection process, 90 days of observation received 4000 entries and 60,000 votes. The contest was open to all students from Grade 1 and 10 in India. The panel of judges included faculty and students of the National Institute of Design (NID), Ahmedabad, renowned cartoonist N Ponnappa, and a young emerging Indian artist Raghava KK.

Dennis Hwang said, "India is a land of creative minds. For centuries, Indian art has continued to fascinate people from across the globe. It was amazing to see how young kids could come out with highly creative Doodles that truly define the culture and tradition of this incredible country. Choosing the successful entry was not easy as every Doodle depicts India in a unique manner."

Shailesh Rao, the MD of Google India stated that the Doodle contest was the first ever in India and was a great success. "This was first ever Doodle competition in India. This is the first 'made in India' Doodle." he said.

Gurgaon reports maximum swine flu cases in Haryana

Haryana has till on Tuesday reported 657 positive cases of influenza A (H1N1) virus with a majority of them (466) in Gurgaon city, adjoining the national capital. Eight people have died of the disease.Haryana Health Minister Geeta Bhukkal Tuesday urged the people of the state not to panic and said that the state health department is fully alert and well-equipped to tackle any kind of emergency.

In Haryana, 1108 suspected cases of swine flu were reported, of which 657 tested positive."563 positive cases were quarantined at their homes and their treatment has been completed. Around 37 positive cases are still on home quarantine," Bhukkal said.Of the eight deaths due to the disease, two were in Faridabad district and one each in Panchkula and Gurgaon districts.

"Complete vigil on patients reporting with flu-like symptoms is being maintained by our medical staff. The people are being made aware of preventive measures of this disease. District units have been geared up for quick response in identification, testing, isolation and treatment of positive patients," Bhukkal said.

Adequate supply of medicines and other equipment has been ensured in all districts. Around 6,670 triple layer masks, 555 N95 masks, 91,500 Tamiflu capsules and 1,734 Tamiflu bottles of syrup have been issued to the district units, she added.

Six people were crushed by the speeding New Delhi-Ajmer Shatabdi Express near this suburban city early yesterday, leading to angry protests and stone pelting that saw the train being stalled for more than five hours.In another incident, at least six railway personnel were killed last evening when a passenger train ran over them at Asawati station near Palwal town, 60km from New Delhi.

Another worker was seriously injured in the incident.The first incident took place in Pataudi, 26km from this satellite town bordering New Delhi, at about 7.30am, railway officials said. The train, with 500-600 passengers, was stranded at Pataudi for more than five hours before continuing its onward journey at around 1.15pm.

“Six people were run over by the New Delhi-Ajmer Shatabdi express this morning when they were illegally crossing the railway track in Pataudi. They were all from the same village,” Anant Swarup, spokesperson of the Northern Railways, said.

He said there was a mass agitation at the accident site thereafter.“Because of the accident, the engine of the train was damaged and we sent another engine from Delhi. However, because of the ongoing protests there, the relief engine could not be attached immediately,” he said.“The Railway Protection Force (RPF) had to be sent to handle the situation,” Swarup added.Police officials added that angry people threw stones at the train and blocked traffic on the Delhi-Ajmer railway section to protest for a good five hours.

Eyewitnesses told police that the victims were trying to cross the track after a goods train passed the railway crossing in Hali Mandi area near Pataudi town. They did not realise that the speeding Shatabdi was coming on the track on the other side and were crushed under it, a police official said.

“The police finally managed to clear the track of the protestors and the train left Pataudi for its onward journey at 1.15pm,” Swarup said.While the protestors demanded that the kin of the victims be compensated by the railways, officials said that no such thing was being discussed as of now.“The railways have not decided about any compensation till now,” Swarup said.The deputy commissioner of Gurgaon, however, announced a Rs.500,000 compensation for the victims’ kin.The railway gangmen were returning after finishing repair work on the tracks when they did not realise that a train was coming on the same track, and they were run over. Light was failing when the accident took place.

Rico staff resume protest amid vigil

The police seem to have taken over the Rico Auto Industries facility in Gurgaon as the protesting workers continue their dharna outside the office. Though top cops keeping a close watch on the protesters maintain deployment is less, almost every floor of Rico has been packed with police personnel.

"We are here only to avoid any crisis. We have been appealing to protesters not to go against the law and not to carry any sticks with them. So far, there has been no untoward incident and there is no fear either,'' said ACP (DLF) Sumit Kuhar.

However, protesters claimed they were baffled by the frequent monitoring of armed cops in the area. "It seems as a pressure tactic so that we call off our peaceful protest. We will sit on dharna till our demands are met. There have been two meetings with the additional commissioner and Rico management. But nothing has progressed,'' said a member of Rico employees union.

Rajan Pandey, vice-president of the association, said there would be another protest march on October 28 in which all trade unions would participate.

About 80,000 workers from 60-odd companies in this industrial hub stayed away from work Tuesday to protest the death of a worker in an automobile firm here.Work was affected in many companies in the Gurgaon-Manesar industrial belt as workers did not turn up Tuesday morning. They supported the strike called by All India Trade Union Congress (AITUC).

'Around 80,000 workers from around 60 companies have joined the strike. The workers are holding sit-in protests outside their companies demanding action against RICO management for the death of the worker,' AITUC Gurgaon national secretary D.L. Sachdev told IANS.RICO, an auto-parts manufacturing unit, has been seeing labour unrest for the past one month. Late Sunday, a clash broke out in the factory between workers who were on strike and those who wanted to get back to work. The situation spun out of control and left one worker dead and several others injured.

According to Sachdev, the workers will sit together after Tuesday's strike to decide the future course of action.'RICO workers have a right to form trade union but the management is not ready for it. The workers have been deprived of their right to form a trade union and we will not let this happen,' said Sachdev.The district administration had Monday constituted a four-member committee, under the chairmanship of Additional Deputy Commissioner Pushpender Chouhan, to resolve the dispute between the factory management and labour union.

'We have not received any message from either the district authorities or the company to settle the matter,' AITUC Gurgaon general secretary Anil Kumar said.Kumar said work in several companies including Honda Motorcycle and Scooter India (HMSI), Microtech, component makers Lumax, Sunbeam and Caparo Maruti has been affected.Surender Singh, RICO senior vice president Human Resource, said: 'The workers were involved in violence and they damaged company property and attacked senior employees of the company.'Amid fears that the strike may also affect traffic on the Delhi-Jaipur National Highway-8, the authorities here have made elaborate security arrangements.

A study conducted on the traffic flow along the road through DLF Cybercity shows that, at peak hours, vehicles take around 45 minutes to cover each kilometre.DLF Cybercity consists a plethora of highrises, housing a host of top corporate firms. The road is so narrow and the traffic so thick that jams are endemic. The study estimates that each vehicle passing through that stretch during peak hours spends 90 minutes in a traffic wasting 1.25 litres of petrol. The total cost of the petrol wasted per day is a staggering Rs 17 lakh (Rs 170,000).

The study was conducted over a fortnight by the Gurgaon Action Task Force (GATF), a joint initiative of a number of companies that have their offices in DLF Cybercity, including PriceWaterhouseCoopers, Deloitte, Sapient and Corporate Executive Board."The area has been transformed from corporate hub to corporate mess," said Pankaj Sharma, of the Centre for Transforming India, which helped conduct the study.

"We need alternative routes for the traffic or else nothing will improve," said Satender K.Gupta, Deputy Commissioner of Police (Traffic)."We'll keep bringing the problems of office goers here to the authorities' attention," said Shauvik Sen, managing director of Corporate Executive Board and member of GATF.

School kids abducted from Gurgaon rescued

Two children of a businessman, who were kidnapped along with their driver and car, have been rescued from Rohtak district and their two abductors arrested, police said here today.The two brothers, aged 12 to 14, were abducted last morning while on their way to school and the kidnappers had later demanded Rs five crore as ransom, a senior police officials said.

Following a tip off, Gurgaon police launched a joint operation with Rohtak police and rescued to two kids from Kanwali village from Rohtak district.The officer said though the kidnappers, four in numbers, escaped initially, two of them -- Sachin Rathi and Shiv Kumar -- were arrested from Rohtak late last night.Police have also recovered the SUV and its drive.

Gurgaon police rescued two kidnapped students

The Gurgaon police on Friday claimed to have rescued two kidnapped students along with the hijacked vehicle within just 12 hours. Two out of four accused have been arrested.

This was disclosed by a police spokesman. He said that two students,aged 12-13 years, both brothers were kidnapped on Thursday morning at around 7.15 AM from sector 14 of Gurgaon when their family driver went to drop them at a bus queue shelter in their Toyota Innova.

The abductors were youth aged 20-25 years. He told that the police swung into action after it was informed at around 8.15 AM about the incident. The abductors Sachin Rathee of sector 3 Rohtak, Bittoo alias Shiv Kumar of village Kanhaili, district Rohtak alongwith their accomplishes Sunil alias Monte and Anil from Bethia district of Bihar demanded a ransom of Rs 5 Crore from the parents of the students in leiu of their release. The students are residents of sector 14 Gurgaon.

With the persistent day long efforts of the Gurgaon police and help of Jhajjar and Rohtak police, it succeeded in locating the abductors in the evening. According to spokesman , the abductors kept the students as captive at village Kanhaili in district Rohtak. Sensing police cordon, the abductors fled away leaving the abducted students at village Kanhaili, when they were trying to shift the students at some other place at around 9 PM. The police succeeded in recovering both the abducted students along with their Innova car.

He said that the police have arrested Sachin Rathee and Bittoo alias Shiv Kumar during morning today. A knife and country made pistol were recovered from the abductors. Their accomplish Sunil alias Monte and Anil, hailing from Bihar, were still absconding but the Gurgaon police have identified them and efforts were being made to nab them.

He said that both the students are safe., He said that the mother of both the students is working in a company in Gurgaon while their father is a businessman. One of the abductors Bittoo was a field functionary in that company and Sachin Rathee used to often visit the company. Lured by the excellent lifestyle of the family, the abductors planned to kidnap their children for ransom.

He told that the criminal record of Sachin and Bittoo was being investigated. Sachin Rathee is a graduate and unemployed. Deswal suspected that the master mind behind the incident seem to be some fifth person, who may be from Bihar, but the fact would be established only after interrogation of the accused.

Harley-Davidson bikes coming with Gurgaon facility

It's not just luxury carmakers; even recession-hit Western two-wheeler manufacturers are hoping to recover their fortunes in India. America's Harley-Davidson Inc announced today that it would start selling its bikes in India from next year.

The company is setting up a 'plant' in Gurgaon near Delhi to import its high-end bikes, it said in a statement. It however added that the bikes would be fully imported.

Sales will begin in 2010, the company said, adding that the company was in the process of finding dealers in major cities like Mumbai, Delhi, Bangalore, and ''Punjab''. It has appointed Anup Prakash as its Indian director.

The company will import its motorcycles, accessories and riding gear, and will evaluate how best to evolve its approach to the Indian market as its business in India grows in the long term, Prakash said.

Matthew Levatich, president and chief operating officer of Harley-Davidson, added in the statement, ''As India continues to extend its global reach, so is Harley-Davidson. We believe the company has outstanding opportunities for continued growth around the world.

''Given the rapid development of India's economy and physical infrastructure, this is exactly the right time to bring the world's greatest motorcycles to one of the world's largest motorcycling nations.''

The Milwaukee-based Harley-Davidson Inc is the holding company for the group of companies, doing business as HDMC, Buell Motorcycle Co (Buell), MV Agusta and Harley-Davidson Financial Services (HDFS).

The Municipal Corporation of Gurgaon (MCG) is adding muscle to its operations. Soon, hefty six-feet tall bouncers will accompany MCG officials on encroachment removal drives.The civic body recently floated a tender inviting bids from agencies that supply bouncers to bars and discotheques, looking for gutsy pehelwans (wrestlers).The 20 bouncers should meet minimum norms in height (six ft), weight (75 kg) and chest size (36 inches).

These norms are stricter than those for Haryana Police recruits. The police seek jawans with a minimum of 5.8 feet height and a 33-inch chest size.Shamsher Singh, whose company provides bouncers to pubs, said bouncers meeting the MCG’s specifications were available for Rs 500-1,000 for seven-hour shifts.

MCG commissioner RK Khullar said the manpower shortage in the Gurgaon police forced them to look elsewhere. “Encroachment removal drives get delayed due to non-availability of policemen. Most of our officials haven’t been provided gunmen. So, hiring bouncers makes sense,” Khullar said.Gurgaon police commissioner SS Deswal admitted his department was short of about 1,200 personnel. “The strength of the police hasn’t kept pace with the rise in population and the growth of the city. Gurgaon has 3,810 personnel for 25 lakh people. This includes 300 traffic police personnel. There is just one policeman to protect 656 people.”

Playtime at Gurgaon’s multiplexes

The PVR Cinemas is set to dabble in theatre, with plans afoot to host plays in its multiplexes.The company had intended to start the venture in Delhi, but could not get permission. The first plays, therefore, will be performed in Gurgaon, starting anytime between end-August and mid-September.

Some of Delhi’s well-known theatre groups, like Asmita Theatre, Natsamrat, Pierrot’s Troupe, have agreed to be part of the venture. An arena in PVR’s Gurgaon multiplex is being prepared for theatre productions.The theatre community is ambivalent about the impending move.

“The idea in principle is not bad,” says Khilona’s VK. “Whenever a new area comes up, there is no place for theatre.” But the ride, he warns, may not be smooth for PVR. “Massive infrastructure is required for conducting proper theatre. Developing it may not be financially viable and there is a possibility that it may turn out to be a fiasco.”Dr Saeed Alam of Pierrot’s Troupe feels it is an encouraging step. His acclaimed production, Ghalib in New Delhi, will be one of the first plays to be performed at the multiplex in Gurgaon. Fully supportive of the venture, he still sounds a note of caution. “An auditorium must be devoted for live performances and plays must be performed regularly. Plays must be engaging in the true tradition of theatre, not just money-making ventures.”

Arvind Gaur of Asmita Theatre hopes this may help solve the acute shortage of theatre halls in the city. “A recent play of mine was a hit. But I have to wait for January to perform it again, as there is no slot available,” he says. “This may go some way in alleviating this shortage.”Then there are those like Actone Art Group’s NK Sharma, who refused PVR’s advances. “They contacted me, but I’m not interested in just any sort of theatre,” he says. “Theatre has different requirements and there must be a serious attitude towards such concerns.”

Ashish Ghosh from Anant, who is part of the venture, believes this will prove a shot in the arm for theatre in NCR. “The policy-making part has been completed and only the details need to be ironed out,” he says. “The idea is to start with popular plays, and then move on to the next level.”

The logistics of the project are still being worked out. This includes converting the cinema hall into a theatre, deciding on ticket rates and other technical issues.Despite repeated inquiries, PVR’s communications department refused to comment, terming it a “market speculation”.

Panic after fire in Gurgaon highrise

A fire in the 18-storey Raheja Atlantis building caused panic among residents on Tuesday morning. Though there were no casualties, a security guard was injured while trying to break a window pane.Property worth lakhs of rupees were destroyed in the blaze.

According to fire officials, a short circuit in an air-conditioner on the fourth floor of E Block started the blaze. The fire officials alleged that the building plan did not allow fire tenders and hydraulic platforms to move inside. "We had to break a part of a wall to reach the block where the fire broke out," H C Sihag, fire station officer, Sector 29, said.

It took six fire tenders two hours to douse the flames. Residents alleged that they had complained to concerned officials that safety measures were not adhered to in the building complex.

Fire officials added that the fire could have been controlled much before the tenders arrived had the systems installed inside the building been functional. "There are smoke detectors and sprinklers provided in each apartment so that in case of fire, the automatic security system can take over. However, the system failed due to lack of maintenance and the staff were also not trained enough to handle the situation," added Sihag.On being contacted, Udaybir Yadav, security in-charge of the building, refused to comment.

Meanwhile, the building developers denied all charges. Said Dimple, head of corporate communications, Raheja Developers: "Guests and visitors were denied entry into the building after the fire for security reasons. The fire was a minor one which occurred due to technical problems."

Farmhouses stand in way of Gurgaon Metro link

Delhi Metro's much-awaited Gurgaon Metro link is scheduled to open this December. However, a dispute over 2.6 hectares of land nearAndheria Mor on the main Mehrauli-Gurgaon Road is holding up work on the Chhatarpur Metro station. Besides the station, a power sub-station, parking and other utilities are to come up here.

A worried Delhi Metro Rail Corporation (DMRC) is waiting for vacation of a court stay obtained by the owners of this land. The next hearing is on July 28 and DMRC now runs the risk of missing the deadline.To save time, DMRC is now working on a pre-fabricated station building. Once they acquire the land, ready beams and pillars made of steel will be brought to the site and assembled. ``As soon as we get possession of the land, a concrete foundation will be made in the area demarcated for the station building. The aim is to reach and complete the track level first. So, the pre-fabricated, factory-manufactured steel structures will be assembled on it and the tracks laid,'' said a DMRC official.

``Fabrication of the steel structures is on in a factory in Gurgaon. A slab will be cast at the track level using corrugated steel deck sheets, on which a layer of RCC will be put before the tracks are laid. The aim is to complete this first so that the rest of the line can be completed. Work on the rest of the station building will be taken up after that. There is chance that the line is commissioned and the Chhatarpur station completed and opened later,'' the official added.Seventy-five per cent of the work on the rest of the line, including the other Metro stations, has been completed. The new technique will considerably bring down construction time from about one year to around five months though there will be a cost escalation by about 30-40%. All other Metro stations in the city are made of RCC and are constructed bottom up.

The disputed plot is shared by four farmhouses ^ Aravali Gardens, Gupta Farmhouse, Subbu Farmhouse and Amit Nursery. Delhi Development Authority (DDA) has been fighting a court battle for its acquisition for nearly 48 years, since 1961.Explaining the legal tussle, the official said, ``The owners of a part of the land, KC Gupta and PC Gupta, filed cases in the high court challenging the land acquisition in 1983. K C Gupta's case was dismissed by the high court in 2004 after which a petition was filed in Supreme Court and a stay was granted. In 2007, PC Gupta's case was also dismissed by the high court. A petition was filed before Supreme Court and a status quo order was granted,'' said a DMRC official.

A part of this plot fell on the DMRC alignment for the Gurgaon line and was transferred to the corporation. When construction of the Gurgaon line started, DMRC asked the land and building department of Delhi government for its acquisition in 2006. But it could not take it over as the matter was sub-judice. Finally, on November 11, last year, SC modified the order of status quo to allow DMRC to acquire the land by issuing a fresh notification.Since the process of issuing a fresh notification is time-consuming, the L&B department and DMRC moved an application in February this year for deletion of the word ``fresh'' from the order. Meanwhile, on June 4, the L&B department issued a fresh notification prompting Rajinder Kishan Gupta, son of KC Gupta, to file a petition under the Metro Construction Act in the high court on June 16. The case is now listed for hearing on July 28 and all work on the stretch has been stopped.

With the SC order in its favour, DMRC expects to get possession of the land soon. Construction of rest of the viaduct on either side of the station plot was completed six months ago. The tracks have also been laid but there is a yawning gap where the plot is located and hence work on signalling, electrical and traction can't be completed.Rajinder Kishan Gupta, whose family owns all the farms, told TOI that it was a matter of paying proper compensation. ``We have no objection to giving up the land, provided we are compensated at the market rate of about Rs 50,000 per square yard. But DMRC is paying us only about Rs 1,300 per square yard, which is too little despite the SC asking them to pay us the market rate. ...Also, there is a DDA plot near our land which is lying vacant. Why can't DMRC construct the Metro station there? In fact, that plot is closer to Chhattarpur than ours. We raised this matter with the HC which has granted us a stay. But DDA has still not responded to this query.''

Gurgaon Delhi’s glossy satellite town Gurgaon, which steadily moved up the food map with a variety of kitchens mushrooming in the region, has witnessed a spree of shutdowns in the past few months.For some restaurateurs, skyrocketing rentals despite recession, is a major reason, while others rue the unfulfilled promises of modern facilities and infrastructure made by the builders and developers.

Set up in June 2007 by a Holland-based company, Fitplaza, even the gym and spa that offered a Turkish Hamam packed up, along with Harriez, owing to “infrastructure issues”.“The initial euphoria over the malls is no longer there, since Delhi now has its own set of shopping and eating spaces. The footfall at Gurgaon malls has gone down by about 40 to 50 per cent this year,” says Saeed Shervani, managing director Shervani Hospitalities.When the popular bookshop-cum-eatery Café Turtle and Full Circle that boasts of a loyal fan-following in Khan Market, opened a branch in Gurgaon, the attempt did not get encouraging results. The place that opened in 2007 shut down early last year.

“It was the location that did not work for us. We consciously avoided the frenzy of malls and opened up in a quiet residential neighbourhood, but soon realised that in Gurgaon, the mall culture is way too strong. If you are not in the mall, you are barely in the picture,” offers Priyanka Malhotra of Full Circle and Café Turtle. “Later, we even opened an outlet at the MGF mall but shut it within six months. Food and clothing are the only hot picks at malls,” she adds.F-Bar and Kitchen that opened early last year in Cybercity and attempted a chic ambience paired with fusion food and LCD panels screening catwalks, could barely last a year.

“In the current post-recession time, several landlords and restaurateurs are re-negotiating rents. Most landlords are resisting re-negotiation, which is causing a lot of unrest in the market,” adds Shervani.Another casualty in Cybercity belt is Coal. Set up by Graviss Hospitality Ltd that operates the Intercontinental Hotel at Marine Drive, Mumbai and Mayfair Banquets in Delhi, Coal - Indian Grill and Kitchen, offered an impressive 130-cover and the kitchen rolled out kebabs on sizzler trays. With all the trappings of a fine-diner, the restaurant lasted three months.

When VLCC decided to offer its loyal clientele of weight watchers some low-cal yet scrumptious treat, it set up Alive Eating at the MGF Plaza mall with a menu card that offered the calorie count alongside each food item. The venture packed up within a few months of its launch.

Metro's Gurgaon extension - Haryana releases final funds

The Haryana Government today released the fourth and final instalment of Rs 71 crore of Infrastructural Development Fund for the extension of Delhi Metro to Gurgaon.The amount was released following a decision taken at a meeting of the High-Powered Committee of Infrastructure Development Fund held under the chairmanship of the Chief Minister Bhupinder Singh Hooda, an official spokesman said.

It was also informed at the meeting that the extension work of Delhi Metro to Gurgaon was going on in full swing and and was likely to be completed by January 2010, he said.

Newborn found in Gurgaon park, many line up to adopt male child

A newborn baby was found abandoned in Gurgaon’s Beriwala Bagh, near the Mini Secretariat, on Saturday evening.Sanjay Prasad, a chole-bhature vendor, found the infant, a boy, in some bushes at the entrance of the park, under a pile of garbage, wrapped in a sheet and a jute bag so that no one would hear him cry. “I noticed his tiny feet when I went to throw some garbage. I was terrified and didn’t remove the garbage lying over him; instead I packed my stuff and went home. When I told my wife and a neighbour, they asked me to bring the infant home,” Prasad said.

“(When Prasad found the infant) he was covered in blood and insects were crawling all over him,” Manoj Kumar, Prasad’s neighbour, said. Kumar said he intended to adopt the baby. “I have three daughters. When I found the baby, I was so happy and wanted to keep him with us. However, my landlord said the police might be searching for the infant and pushed me to file an FIR,” Kumar, who is also a chole-bhature vendor, said. He has written an application to District Commissioner R K Kataria seeking to adopt the infant.

Gurgaon exec held for wife's 'dowry' death

Rajiv Singh, who was booked by the Gurgaon Police on Monday for the death of his wife following alleged dowry harassment, was arrested on Tuesday. The 30-year-old was later sent to judicial custody.

Though the in-laws of 28-year-old victim Tapasya Singh are co-accused in the case, they were not arrested. "The in-laws of the victim were not present in the house at the time of the incident. It seems that they were not involved in the crime directly, but we are investigating further,'' said Gurgaon police commissioner, S S Deswal.

Commenting on the statements of the victim's three-and-a-half-year-old son, Sunny, Deswal said, "Before relying on any statement, we weigh the maturity and mental state of a witness. In this case, there are chances that the boy's statements might be influenced."

Meanwhile, the victim's brother Lalit Sirohi refuted the allegations and said, "The little boy is constantly saying his father killed his mother. How can he be tutored? Police should take his statement seriously."

Workers employed at some four plants of Nestle India Ltd will organize a one-day protest on Monday at the company’s head office in Gurgaon near New Delhi to demand recognition for union activities.In January, the management of Nestle had approached three courts of Haryana, Goa and Punjab, seeking a permanent ban on all union activities, including meetings, within 200m of its factories.

“We are asking the company to honour trade unions rights,” said Franklin D’Souza, an adviser to the 1,350-strong Federation of All India Nestle Employees Union, which represents members at four of the company’s seven plants, spread across Punjab, Haryana and Goa.

In a letter addressed to Martial G. Rolland, Nestle ’s chairman, the employees federation also said: “Nestle has made huge profits of nearly 30% last year… Considering the high cost of living and disparity in the wage levels between officers and workers, the workers have resolved to demand an increase of at least 25% of gross wage.”A Nestle spokesperson said: “We respect the workers’ right to freedom of association and have not prevented them from forming a union. Workers in four of our factories are part of the respective unions.”

The Commonwealth Games are scheduled to be held from October 3 to October 14, 2010. The entire National Capital Region is expected to see an estimated 27 new hotels, serviced apartments and mixed-use developments with approximately 4,900 rooms adding up shortly.Also, the hospitality industry in Delhi and the NCR are slated to undergo a major revamp as the city gears up to host business tourists from across the globe in the face of large-scale investments.

"The government wants to develop Delhi not just as round-the-year destination but also as a heritage tourist hotspot and hopes that the Games will act as a catalyst in augmenting Delhi's popularity as a tourist destination," said Sumati Mehta, Principal Secretary (Tourism), Government of Delhi.The travel and the hospitality industry being the major players are hoping that the Commonwealth Games will act as a catalyst for the development of infrastructure and capacity building.

The Commonwealth Games will see more than 8,000 participants and bring with it a huge volume of tourists into India. The host city is undergoing a huge overhaul in terms of revamping of hospitality facilities.The Commonwealth Games bring numerous opportunities for the tourism and the hospitality industry in India. The tourism and other related ministries are getting a chance to develop public-private projects to showcase the major cities in the country.

The tourism ministry is working closely with other ministries like the railways and civil aviation for setting up budget hotels accommodating 1,30,000 rooms and convention centers across the country to improve connectivity and accommodation by 2010.According to the minister of tourism & culture, Ambika Soni, the tourism sector has the maximum potential and the ministry is doing all it can to support the stakeholders. In order to provide newer and fresher products, the ministry has appealed to the tour operators in India to make more innovative itineraries.

The hospitality industry is working towards meeting the targeted number of rooms. Various private hotel chains are building hotels in the city and the Delhi Development Authority is doing its bit.Till now about 14,656 rooms apart from the already registered Bed & Breakfast accommodation have been built. The Union Ministry of Tourism is also looking at putting in place a system for hotel booking under the public-private partnership model. It is going to meet the demand for an additional 30,000 rooms in time.

Currently, there is a shortage of around 30,000 rooms in Delhi and the NCR for the 2010 Commonwealth Games. To counter this, 27 new hotels and serviced apartments are slated to come up in NCR by 2010, with nearly 20 hotels in Gurgaon alone, adding about 5,000 rooms.Several international hotel chains have entered into contracts in Gurgaon and Noida either through franchise or management model for their India operations. Yet, for the entire country, there is an immediate requirement of approximately 1,00,000 rooms and only 75% of that demand will be met by the projects that are currently underway.

PVR to launch 250 screens in three years

The company targets to launch about 40 screens of its 'PVR Premiere' brand meant for high-end customers. The rest will include PVR cinemas for city viewers and PVR Talkies for tier-two cities. Currently, it has 95 screens across India.

'We will open 250 more screens across the country by the end of April 2010.The initial investment will be over Rs.4 billion,' Ajay Bijli, chairman and managing director of PVR Ltd, told IANS.He also said that cities like Mumbai, Delhi and Gurgaon would get one PVR Premiere cinema hall each and Bangalore two. The initial investment for one such multiplex is no less than Rs.240 million.

Gurgaon would soon get better policing system as a proposal by the state government sent to the Centre has been approved by the Home Ministry, Haryana DGP R S Dalal today said.The DGP said that the Haryana Police was planning to keep vigil on the dreaded criminals when they are released on parole and police personnel would be escorting such criminals till the time they return back to the prisons.

Dalal was talking to media in Sohna after inaugurating newly constructed building of modern Sadar Police Station.He said that Haryana police was in favour of granting capital punishment in place of life imprisonment to the dreaded criminals and it would file an appeal against the decision of fast track court Gurgaon in which six serial killers were given life term for murdering 28 innocent people.

When Haryana's 10 Lok Sabha seats go to polls on May 7, its results will be a pointer to the bigger battle in February-March next near — the Assembly polls.This election is seen as a testing ground for the ruling Congress, especially Chief Minister Bhupinder Singh Hooda. Having governed the State with a firm hand in the last four years, the election will be an occasion for Hooda to show that his 'development-oriented' government has been able to deliver.

In the outgoing Lok Sabha, the Congress had nine seats while the Sonepat seat was won by the Bharatiya Janata Party (BJP). That election result had come almost one year before the Congress government came into power with a thumping three-fourth majority in the 90-member Assembly.Repeating or bettering the nine out of 10 Lok Sabha seats performance of 2004 will not be an easy task for the Congress this time.The Congress had polled over 42 per cent votes in the 2004 general elections while it got 42.46 per cent votes in the 2005 Assembly polls.

"We will win all the 10 seats this time. Our government has been development and people oriented. The state has not seen so much change in many years," Mr. Bhupinder Singh Hooda said.But the opposition alliance of the Indian National Lok Dal (INLD) led by former Chief Minister Om Prakash Chautala and the BJP have geared themselves to put up a good fight to the Congress. The INLD and BJP, which had been in an alliance prior to the 2004 general elections, had split and both suffered the political consequences. For this general election, both have got together to consolidate their votebank.

"We will sweep this election. People are completely fed up with the policies of the Hooda government. This election will be a referendum on the present government," INLD leader Ajay Singh Chautala said.In certain areas, the new Haryana Janhit Congress (HJC) floated by former chief minister Bhajan Lal and his younger son Kuldeep Bishnoi could impact Congress votes even though the outfit is not likely to score any major victories.

Bhajan Lal, 78, is in the fray for the Hisar Lok Sabha seat against the sitting Congress MP Jai Prakash. The contest on this seat will become triangular with the INLD putting up former State Finance Minister Sampat Singh on this seat.It is perhaps the fear of losing that has forced HJC leader Mr. Bishnoi, who represented the Bhiwani Lok Sabha seat earlier, to stay away from the fray this time. He had won the Bhiwani seat last time on a Congress ticket, defeating stalwart candidates like former Deputy Prime Minister Devi Lal's grandson Mr. Ajay Chautala and former Chief Minister Bansi Lal's son Surender Singh in a three-cornered contest.

One of the bigger battles this time will be on the newly created Bhiwani-Mahendragarh seat where Mr. Ajay Chautala (INLD) will face Congress's political greenhorn Shruti Chaudhary, the grand-daughter of Bansi Lal and daughter of Haryana minister Kiran Chaudhary.Two Union Ministers, Selja (Minister of State for poverty alleviation) and Rao Inderjit Singh (Minister of State for Defence), are in the fray from the Ambala (reserved) and the new Gurgaon seat respectively.Mr. Bhupinder Singh Hooda's son Deepinder Singh Hooda will seek re-election from the Rohtak Lok Sabha seat. Mr. Deepinder Singh Hooda junior is unlikely to face much trouble in romping home on his father's borough.

On the Kurukshetra seat, billionaire industrialist-MP Naveen Jindal could face trouble in getting re-elected as the INLD has fielded its state president Ashok Arora this time.Indian Youth Congress president Ashok Tanwar, who has been personally chosen by Rahul Gandhi for the Sirsa (reserved) seat over sitting MP Atma Singh Gill, will face INLD's Sita Ram in an area which is home to the Chautala family.Former Minister of State for Home I.D. Swami will try his luck again from the Karnal seat on the BJP ticket against Arvind Sharma of the Congress. Swami had lost in the 2004 election.The Bahujan Samaj Party (BSP) has been trying to create a base for itself in Haryana in recent elections. So far it has not managed to make much of a difference.

Haryana’s Mewat district is just 30 km from its showcase city of Gurgaon. But the difference between the two worlds couldn’t be more stark.People, reeling under abject poverty and lacking basic amenities, have a new hope as the region is now part of Gurgaon constituency after delimitation. As one moves from the IT hub of Gurgaon towards Mewat, insignias of modern day life like high rise buildings, tarred roads and even potable water cease to exist.

“We do not want big promises, but at least the government should solve the problem of water. We do not have enough water either for drinking and irrigation. The ground water is hard (salty) and for our crops we depend mainly on rains,” Jahan Khan, 52, former headman of Golpuri village, told IANS.

“Hopefully inclusion of Mewat in the Gurgaon constituency will help us in getting our due,” Khan added.The district, formed in 2005 and headquartered in Nuh town, was earlier part of Faridabad constituency.Paved roads are virtually non-existent, girls carrying earthen pots on their heads to fetch water, women washing clothes in dirty ponds and unclothed children playing in the dust with flies all around are a common sight.

Aas Mohammada, a 45-year-old school teacher, said: “Even after 60 years of independence we do not have facilities of drinking water. A large share of our income goes in buying drinking water. Successive governments have done nothing.”The district, which was once represented by freedom fighter and first education minister Maulana Abul Kalam Azad in 1957, has only two government degree college for a population of about a million.

The human development indices of the region are abysmal. The literacy rate in the district is 32.5 percent, much below the national average of 64 percent.“How many problems should I tell you? There is a drinking water problem. No efforts are made by the government to provide good education facilities for our children,” Razeena, a resident of Karaeka village and a mother of five, said tersely.

While Gurgaon has swish cars, the only mode of transport available here are archaic, decrepit Mahindra jeeps with the roofs crowded with ‘passengers’.Malaria, tuberculosis and other epidemics have become part of every household. Al Alafiya hospital - built with aid from the Sultan of Oman - is the only full fledged hospital available. This apart there are seven community health centres in the entire district.

The Management Development Institute (MDI), Gurgaon has launched a six month management programme for 50 commissioned officers of the Army, Navy and the Air force.
MDI is one of the popular institutes for imparting management education in the country. Students from every nook and corner of the country choose MDI to get management education.
550 armed services officers have received management training from MDI so far. They all are working in various business establishments and companies.
